Accident Notification: Worker fell overboard from tugboat
On 16 January 2020, a captain and a worker were on a tugboat proceeding towards a mooring buoy when the worker fell over the edge of the deck into the sea. He was rescued and conveyed to the hospital where he subsequently passed away.
The Ministry of Manpower has commenced investigations into the accident.
The industry is reminded to conduct a comprehensive risk assessment for all work activities when on board tugboats or other vessels. Prior to any mooring operation, the work should be properly planned for safe execution. Relevant safe work procedures must be established, including the safe position for workers and mooring technique, and the workers must be trained to carry out the procedure. Prevailing operational circumstances (e.g. manpower or equipment constraints), environmental conditions as well as the health status of workers should also be considered so that a fall overboard situation can be avoided.
Information on the accident is based on preliminary investigations by the Ministry of Manpower as at 17 January 2020. This may be subject to change as investigations are still on-going.
