Easing Of Phase 2 (Heightened Alert) Measures In Two Steps

As announced on 6 August 2021 by the Multi-Ministry Taskforce, the Government has undertaken a mid-point review of the Phase 2 (Heightened Alert) measures, and will allow the easing of measures in two phases.

Updated Measures from 10 August Onwards

1. Social gathering group sizes will be increased to up to five persons.

2. Fully-vaccinated individuals may participate, in groups of up to five persons, in higher-risk activities where masks are removed. Unvaccinated individuals with a valid negative pre-event test result or recovered individuals are of similarly lower risk, and may also join in such groups of up to five.
 
3. Individuals who are fully vaccinated with the World Health Organisation’s Emergency Use Listing (WHO EUL) vaccines such as Sinovac-CoronaVac, Sinopharm, and AstraZeneca will be eligible for the vaccination-differentiated Safe Management Measures.

4. F&B establishments are only permitted to seat dine-in groups of up to 5 persons:

  • Dine-in is not allowed if any individual within the group does not meet the eligibility criteria 
  • Children aged 12 years and below who do not meet the eligibility criteria may be included in the group of up to 5 persons. If there is more than one such child in the group, all children must be from the same household. 
  • F&B establishments who do not opt for the above vaccination-differentiated dine-in are only allowed to do deliveries and takeaways. 
  • Fast & Easy Testing to continue if dine-in services are resumed 
  • From 1 October, all employees in F&B dine-in establishments have to be fully vaccinated or undergo regular testing 
  • From 19 August, F&B establishments no longer need to conduct temperature testing 
  • All diners have to meet the following criteria:
    1. Fully vaccinated (an individual is considered fully vaccinated two weeks after receiving the full regimen of the Pfizer-BioNTech/Comirnaty or Moderna vaccines currently administered under the National Vaccination Programme, or after completing the full regimen of vaccines on the World Health Organisation’s Emergency Use Listing (WHO EUL) including the appropriate duration post-vaccination for the vaccine to be fully effective 
    2. Recovered from COVID-19 and can provide a valid Pre-Event Test (PET) exemption notice for the duration of his/her dine-in from an MOH-approved COVID-19 test provider 
    3. Have a valid negative PET result for the duration of his/her dine-in from an MOH-approved COVID-19 test provider within the last 24 hours.

5. The following event sizes and capacity limits will be increased. Unvaccinated children aged 12 or below may be included in a group up to five persons if all children are from the same household:

  • Cinemas, MICE, live performances and spectator sport events: Event sizes may increase to 500 attendees if all are fully vaccinated. Otherwise, only up to 50 attendees will be allowed without pre-event testing (PET).
  • Marriage solemnisations and wedding receptions: Solemnisations may take place with up to 500 persons (including the wedding couple but excluding solemnisers and vendors) if all are fully vaccinated. Otherwise, only up to 50 attendees will be allowed without PET. Wedding receptions will be allowed with up to 250 attendees if all are fully vaccinated, and with groups of up to 5 attendees per table.

6. From 10 August, retail establishments have to ensure 1m spacing between groups of up to 5 persons 

  • Fast & Easy Testing to continue if “mask-off” personal care services are to resume 
  • From 1 October, all employees in person care services establishments have to be fully vaccinated or undergo regular testing 
  • From 19 August, establishments no longer need to conduct temperature testing 
  • From 19 August, if the situation remains stable, occupancy limits for malls will be increased to 1 person per 10sqm of gross floor areas.
  • From 10 August, establishments can only provide “mask-off” personal care services (e.g. facial, make-up services, saunas) to customers who are: 
    1. Fully vaccinated (an individual is considered fully vaccinated two weeks after receiving the full regimen of the Pfizer-BioNTech/Comirnaty or Moderna vaccines currently administered under the National Vaccination Programme, or after completing the full regimen of vaccines on the World Health Organisation’s Emergency Use Listing (WHO EUL) including the appropriate duration post-vaccination for the vaccine to be fully effective 
    2. Recovered from COVID-19 and can provide a valid Pre-Event Test (PET) exemption notice for the duration of his/her dine-in from an MOH-approved COVID-19 test provider 
    3. Have a valid negative PET result for the duration of his/her dine-in from an MOH-approved COVID-19 test provider within the last 24 hours.

Updated Measures from 19 August onwards (if conditions remain stable)

8. Up to 50% of employees who are able to work from home may return to the workplace.  

9. The following event sizes and capacity limits will be further increased:

  • Cinemas, MICE, live performances, and spectator sport events: Event sizes may increase to 1,000 attendees if all are fully vaccinated. Otherwise, only up to 50 attendees will be allowed without PET.
  • Attractions, cruises, museums and public libraries: The operating capacity of attractions and cruises will be increased from the current capacity of 25% to 50%. Museums and public libraries will also be allowed to operate at an increased operating capacity of 50%.
  • Shopping malls and showrooms: Occupancy limits will be increased to 10 sqm of Gross Floor Area per person.

10. Temperature screening in public premises will no longer be required.

“Vaccinate or Regular Test” Regime for Selected Sectors of the Workforce

11. From 1 October 2021, the “vaccinate or regular test” regime will be introduced for the following settings:

  • Individuals working in the healthcare sector, eldercare sector and settings with children 12 years or below;
  • Individuals working in sectors that interact with customers in higher-risk mask-off settings, and at our borders or COVID-19 frontline work. These sectors include F&B establishments, gyms and fitness studios, and personal care services;
  • The Public Service, including the uniformed services.

12. Any unvaccinated persons from the above sectors will have to be tested with an ART kit twice a week. For those who are medically ineligible for vaccines, the Government will subsidise their tests.  

Vaccinated-Differentiated Border Measures

13. From 10 August 2021, Ministry of Manpower will resume entry approvals for work pass holders and their dependants with travel history to higher risk countries/regions. Eligible work pass holders and their dependants must be fully vaccinated before arrival in Singapore.

14. From 20 August 2021 2359 hours, all fully vaccinated travellers from Australia, Austria, Canada, Germany, Italy, Norway, the Republic of Korea (ROK), and Switzerland may be able to apply to opt out of dedicated SHN facilities and serve their 14-day SHN at their respective places of residence (e.g. residential address) or other suitable accommodation if they fulfil certain criteria.
