The Employment of Foreign Manpower Act and Business Continuity Through Strategic HR

With process construction and maintenance (PCM) service companies continuing to face difficult challenges in recruiting and developing their workforce, ASPRI organised a HR-centric seminar on business continuity for its members at the Trade Association Hub on 22 May 2019.

The seminar was presented in collaboration with the Ministry of Manpower (MOM), Enterprise Singapore (ESG), and the National Centre of Excellence for Workplace Learning (NACE) from Nanyang Polytechnic and featured speakers from each of them.

The speakers were:

  • Sherwin Tan Deputy Director, Foreign Manpower Unit, Workplace Policy and Strategy Division Ministry of Manpower (MOM)
  • Albert Tan Manager National Centre of Excellence for Workplace Learning (NYP-NACE)
  • Mr Yao Min Development Partner, Human Capital & Resources Division Enterprise Singapore (ESG)

This was the second HR seminar of 2019 and it was again over-subscribed. Regretfully a handful of member companies had to be turned away.

During the half-day seminar, participants had the opportunity to clarify uncertainties directly with their very own on-the-ground realities with the MOM. They were also captivated by the possibility of having a structured on-job- training blueprint that creates consistency in new operations as well as building a culture of learning as a competitive strategy.

More importantly ESG helped many of the participants to understand human capital needs of the process industry, including identifying areas that require refining to identifying avenues for their human capital development journey.
