Jurong Island Vision Zero Learning Journey to PCS

Following the launch of the Jurong Island Vision Zero (VZ) Cluster in November 2018, the industry, with the support of the Workplace Safety and Health (WSH) Council, has initiated a series of learning journeys to facilitate the cross-sharing of WSH best practices amongst companies who have pledged to join the Jurong Island VZ Cluster.

50 participants from the pledged companies attended the first learning journey to Petrochemical Corporation of Singapore (Private) Limited (PCS) that was held on 7 March 2019. Participants were given the opportunity to sit in to one of PCS’ regular dialogue sessions with their contractors and witness first-hand, the forthright exchanges and robust working relationship PCS shared with their contractors.

Through the learning journey, participants saw how encouraging WSH ownership between contractors and having a strong partnership with them, is key to achieving an effective contractor management system. Only then, can a culture of care, trust and prevention be built from within the organisation, where everyone is empowered to intervene in unsafe acts.

Learning points from a case study on a fatal accident where a metal gate toppled during installation

The Ministry of Manpower has released a case study sharing the learning points from a fatal accident where a metal gate toppled during installation and fatally injuring a worker. The contractor was charged and subsequently convicted for an offence under section 12(1) of the Workplace Safety and Health Act, Cap. 354A (“WSHA”), and was fined $330,000.

The High Court had ruled that the contractor cannot be absolved of his workplace safety and health duties under the WSHA even if another party had contributed to the accident.

The key learning points arising from the case study includes controlling foreseeable risks during the design, installation operation and maintenance stages, conducting complete and proper risk assessments, and contractors fulfilling their duty in respect to design of structures.
