[Strictly embargoed] Press release on pre-entry housing check for non-Malaysian CMP workers

Starting September 19, 2023, Singapore’s Ministry of Manpower (MOM) is implementing new rules to ensure acceptable accommodation for workers. Proof of acceptable lodging in the form of tenancy agreements or contracts with accommodation providers will be required before workers can enter Singapore. MOM will conduct checks, and once approved, employers will receive permission to proceed. This applies to new workers in the CMP sectors arriving after this date, in addition to their work permit approval.

Employers should account for the verification time in their recruitment plans. Approval for Purpose-Built Dormitories, Construction Temporary Quarters (CTQs), Temporary Occupation Licence Quarters (TOLQs), or employer-owned dorms will take about a week. However, those housing workers in private residences, hotels, or hostels should expect a lengthier process of around six weeks due to additional checks. Employers who bring in workers without the required accommodation proof may face work pass privileges suspension.

While the government has increased dormitory bed supply, continuous rapid growth is unsustainable. Employers are encouraged to contribute by building their accommodations like CTQs, TOLQs, and Factory Converted Dormitories (FCDs), which will expedite worker approvals. MOM also urges employers to implement productivity measures to reduce reliance on foreign labour.
