[Update] Timeline of Upcoming Regulatory Changes for Process Sector

As part of ASPRI’s efforts to assist members to keep track of the changes in government regulations for the Process sector, the Secretariat had compiled the below timeline of upcoming regulatory changes and would update it as and when there’s any announcements.

Q1 2026

Enhanced R1 Framework goes live from 1 Jan 2026

Speed Limiter Regime from 1 Jan 2026

Speed limiter is required for

  1. Newly imported lorries
  2. Existing lorries (MLW5,001 - 12,000 kg) registered before 1 Jan 2018

to ensure these lorries do not go beyond the speed limit of 60km/h.

Work Passes (Employment Pass) from 1 Jan 2026

Renewal: ≥$5,600 (increases progressively with age, up to $10,700 at age ≥45)

(NEW) Removal of maximum period of employment across all nationalities

From 1 July 2025,

The maximum period of employment will be removed for all nationalities.

 


(NEW) Increase in age requirements for non-domestic migrant workers (regardless of nationality)

From 1 July 2025,

When applying for a Work Permit:

  • All non-domestic migrant workers must be below 61 years old.

Work Permit holders can work up to a maximum age of 63 years old.

 


Work Passes (S Pass) from 1 Sep 2025

New application: ≥$3,300 (to be finalised)
Renewal: ≥$3.150

Tiers 1&2 Levy: $650

Medical Insurance Requirements for S-Pass & WPHs from 1 July 2025

  1. Standardisation of allowable exclusion clauses
  2. Introduction of age-differentiated premiums for those aged ≤50 and those aged >50
  3. Requirements for insurers to reimburse hospitals directly upon the admissibility of the claim

(NEW) Increase in minimum qualifying salary for new S-Pass application submitted

From 1 September 2025,

$3,300 for all sectors (except financial services)
(increases progressively with age from age 23, up to $4,800 at age 45 and above)

$3,800 for financial services
(increases progressively with age from age 23, up to $5,650 at age 45 and above)

(NEW)Shortened Onboard Programme for Non-M'sian CMP WPHs from 1 Aug 2025

From 1 August 2025, non-Malaysian Work Permit holders in the CMP sectors returning to Singapore within two years of their last employment will be exempted from the Settling-in Programme (SIP). Their Onboard Centre programme will be shortened from 3 to 2 days.

Medical Insurance Requirements for S-Pas & WPHs from 1 Jul 2023

The minimum required medical insurance coverage will increase to $60k per year, for policies with start date effective on or after 1 July 2023


Safe Transport of Workers  from 1 Jul 2023

Rain Covers for In-use Light Lorries (max.laden weight <3,500kg) Ferrying Workers


Shortening Programme @ MWOC from 23 Aug 2023 (Applicable to Non-Malaysian CMP workers on IPA)

The revised Onboard programme will be a standard 3 days, 2 nights in length for all workers, fee (inclusive of GST) $320 to $390.
Workers will no longer need to stay a 4th day at MWOC, even if they need vaccination.
All employers will now be able to pick up their workers from the MWOC on Day-3.


Work Passes (EP & S Pass) from 1 Sep 2023

New Application: ≥ $5,000
Renewal: ≥ $5,000 (increases progressively with age, up to $10,500 at age ≥ 45)
New EP candidates need to pass the points-based COMPASS in addition to meeting EP qualifying salary.

S Pass 
New Application: $3,150 (to be finalised)
Renewal: ≥ $3,000 (increases progressively with age from age 23, up to $4,500 at age ≥ 45)
Tier 1/2 Levy: $550 / $650


Employment of NTS & PRC WPHs as Full-Time Drivers from 1 Sep 2023

Employers can now employ NTS and PRC WPHs and full-time drivers (Class 4 of 5 driving licence from Traffic Police) in the CMP sectors, for the following occupations: Lorry Drivers, Trailer-truck Driver, Heavy Truck Driver.
conditions for hiring Full-Time Drivers

  • Fixed Monthly Salary (FMS) of ≥ $1,600
  • Sub-quota of 20% for the total no. of worker-cum drivers and full-time NTS and PRC WPH drivers. Firms can continue to deploy NTS and PRC WPHs as worker-cum driver, if driving remains as a secondary job function. (Only allowed to drive Class 3 vehicles such as cars or lights goods vehicle)

Pre-entry Housing Check for CMP non-Malaysian WPHs on IPA from 19 Sep 2023

Employers in CMP sectors are required to provide proof of acceptable accommodation before they are allowed to bring in new non-Malaysian WPHs into Singapore
