Year-long assistance programme is now available to help companies implement Total WSH // Singapore Petrochemical Complex annual HSE Campaign raises awareness on Vision Zero // Industry Workshops
The Workplace Safety and Health (WSH) Council, in collaboration with the Health Promotion Board, has introduced a one-year assistance programme to help companies implement Total WSH, which is the management of Work, Safety and Health together to achieve workers’ well-being.
The launch of the assistance programme was announced by Senior Minister of State for Health, Dr Amy Khor, and Minister of State for Manpower, Mr Zaqy Mohamad, who are Co-Chairs of the Tripartite Oversight Committee for Workplace Safety and Health, during a tour at SATS Inflight Catering Centre 1 on 19 July 2019.
The tour showcased how SATS Ltd, as a pilot participant of the programme, had successfully implemented Total WSH through an in-depth and structured three-phase
“A-I-ME” approach:
Assessment
Companies would first identify key risks and gaps by looking at both safety and health data.
Intervention
Companies could then make enhancements to their workplace and work processes, or introduce initiatives to help workers change their lifestyle and behaviour to improve their personal health and safety.
Monitoring and Evaluation
Data would then be collected at the pre-and post-intervention stages to be assessed for their effectiveness.
During the tour, Mr Alex Hungate, Chief Executive Officer of SATS Ltd, acknowledged that the company has invested greatly in workplace safety and health. The company has reaped benefits such as having a more engaged workforce and fewer workdays lost through accident and ill-health since they embarked on their Total WSH journey.
The year-long assistance programme offers complimentary consultancy services for eligible companies in the construction, manufacturing, transport and storage, food and beverage and cleaning industries. As part of the programme, they will be guided through one cycle of the A-I-ME process.

Singapore Petrochemical Complex annual HSE Campaign raises awareness on Vision Zero
The Singapore Petrochemical Complex (SPC) Health, Safety and Environment Campaign 2019 was launched on 4 July 2019, with the theme “Vision Zero” – embracing the mindset that all injuries and ill-health can be prevented. This annual campaign marks the dedication to workplace safety and health by SPC and all nine companies housed in SPC, as well as their contractors and vendors.
Close to 700 participants attended the event, including senior management, staff, contractors and representatives from the Workplace Safety and Health (WSH) Council’s Chemical Industry’s Committee and Jurong Island Vision Zero Group. The Jurong Island Vision Zero Group comprised more than 40 plant owners on Jurong Island, including the nine companies in the SPC, who have made the collective commitment to take greater ownership of the safety and health of their workers and contractors.
Ms Kala Anandarajah, Deputy Chairperson of the WSH Council, highlighted in her opening address that every individual plays an important role in preventing workplace accidents. She urged everyone to build this Vision Zero culture, take time to take care of their safety and health, and watch out for their friends and colleagues with a word of care.
A series of activities such as the Campaign Slogan Competition, safety talks and WSH exhibits were planned with the aim to raise greater awareness of the Vision Zero movement throughout SPC.
